It was an accident waiting to happen. And as far as controls on the use of ATVs, I think any powered vehicle should require a lisence. In the UK you have to 17 to learn to drive and take your test, before you can go out on the road. I'm guessing that this is because this is the age that the government deem you sensible enough to operate a powered vehicle! All well and good but why then is it possible for a person to get a small motor cycle or scooter with only a provisional liscence at the age of 16 with no test required to assess their capability to drive!?!?!?!
